Intro-4: Regional Independence TODAY!
At the risk of being haste in judgment, I think the issue of regional independence boils down to getting cooperation among nations and countries involved in providing opportunities to regional governments or groups to decide whether independence is a viable and feasible course of action they should take.
Look at Barcelona (I've cited this current example elsewhere in my writings) today. It has sought an independence for its region from Spain; and Spain's reaction (totally understandable) is to shout "Revolution! Rebellion!" But surely there is a reasonable way to approach the subject of that region's becoming independent.
Intuitively Appropriate Steps for a region's independence from any other's control, including some national government
Here the United Nations could be instrumental in setting forth guidelines for a feasibility study and a subsequent referendum and such procedures in general that should be followed to declare a region's independence. This declaration should be legally permissible, subject to review and objection, where appropriate, by parties involved so as to express their arguments both pro-independence and con.
And once in place, the procedure to proceed should specify time and places the referendum should occur. The United Nations might also identify a military force to police and patrol the voting places; and the United Nations should supervise the electoral results.
Once the region has been declared and authenticated as independent, a longitudinal study under United Nations oversight should be conducted no later than 1 year after formally operating as independent.
Extensions of Independence around the world
Today, the Kurds and possibly the Scots of Scotland are in position to declare their regions independent, but the force and pressure of their neighboring regions and the national governments involved may be exerting pressures to prevent them. These intruders in the actions and activities of free peoples are deplorable and indicates the strength and will of a meddlesome top echelon of persons living outside the regions willing to go, to my mind. These intruders are trying to take the place of parents in a scenario where no parents exist.
What has changed in the world politic that makes regional independence so attractive?
There are just far more people with college educations and beyond that make the notion of going independent not only attractive but well within their economic and social ken to effect. A region has the right to foster and promote its culture from within its geographical bounds without sacrifice and some persuasive force inhibiting them to do so.
