Reg Indy: Intro to the Study-1

The best way at looking at Regional Independence is in terms of  paradigms when the situation of one's becoming independent as the first instance of being independent is clear.

Paradigms of Becoming Independent
1.  A child becomes an adult.
Living home the first 21 years of his life, an individual leases his own apartment many miles away from his parents' home, where he grew up.  Within a few months, he takes a job in marketing at an advertising agency, something he had been trained for in college.  He joins the dating scene in his town, most of whom he recognized as former schoolmates some time earlier.  No longer he's under his parent's thumb, he's on his own--having already launched a career and found a place for himself in his community.
2.  A spouse divorces his/her spouse.
Here, the individual seeking a  divorce is declaring independence from the relationship she once had with another.  They no longer will have joint accounts nor no longer will live together.  If there are children, they are likely to share custody rights and privileges.  If she has not worked for some time, she may be awarded a certain amount from the money that is to be divided between them as decided upon by the court.  Each of these two parties understands the relationship has been terminated.
3.  Psychological independence from valued friends and neighbors.
It is true, a person entering the working force for the first time, may single out a mentor, someone that knows the ropes of the job he has taken.  A pregnant woman, having her first child, may turn to some mother she knows is experienced in such matters.  And so it goes:  we rely on others to an extent, while recognizing our own personal responsibility in performing the tasks associated with the chosen act.  As the agent, the individual doer must act independently of them, whatever advice they have proffered.
If, though, the mother-to-be is underage, the issue of independence is muddy.  On the one hand, the child would be hers, despite her being the responsibility of her parents.

Commonality in instances of being independent
Whenever a person asserts his independence, it is the case that the community understands he has the right to decide for himself what he shall do, i.e., the course of action he intends, and that he is deciding on his own, not on the instructions nor pro or con arguments close friends might use upon him.  Truly, whatever he decides to do as an independent agent, he is responsible for making the decision  He cannot forthwith contend that his parent or  his mentor or his closest of friends made him do it, nor share with them his right to decide; he decided for himself what he would do.
And, we expect from him, that as he makes more and more decisions, he will attain better results from them and less need to claim them afterwards as mistakes in judgment.
Moreover, it is the community that bestows upon him the right to be independent, i.e., to think for himself and act accordingly.  But who is that community?  It is the same in composition as actors like himself, who share a common culture including particular interests and philosophy on the world.
At the level of regional states and nations, today, we think of these as expressed and enunciated by national and international governmental officials and statesmen, as speaking for a large segment of people dedicated to working and preserving its way of life, i.e., the cultures, e.g.,  the Russians, the Ukrainians; the Georgians within a common overall shared belief-system known politically as the Russian Federation, whose purpose and function is to preserve and protect its own philosophical commitments.  For one thing, the Federation seems committed to a socialistic schema, wherein each person contributes to the good of the "whole"--be it its own society or the entire world.  This is in marked contrast to the capitalist system of such countries as the United States, and the EU--including France, Germany, the Netherlands, where each person is adjudged to entitlements in certain rights and privileges given his participation in the economic system and  its growth: the greater his financial worth to the system, the greater is the gratitude heaped upon him by the cultural milieu.
